Introduction to Sinaloa’s Advance Plan

Culiacán, Sinaloa — June 18, 2025. The Government of the State of Sinaloa, led by Governor Rubén Rocha Moya, reported significant progress in the execution of the Advance Plan Sinaloa during a legislative oversight meeting. The Secretary of Administration and Finance, Joaquín Landeros Guicho, and the Secretary of Public Works, Raúl Montero Zamudio, presented updates to the Special Commission of the State Congress.

The plan is a socially-conscious public infrastructure strategy encompassing 62 priority projects across Sinaloa’s 20 municipalities, with a total investment of 2,300 million pesos. This ambitious plan is transparently and responsibly financed, backed by the State Congress.

Legislative Oversight and Financial Progress

During the second meeting of the Special Commission, financial, technical, and administrative progress along with contracting and construction execution results were discussed. Following January’s legislative approval, a public national bidding process (GES-SSPIF-SAF-01/2025) worth 1,626.9 million pesos took place. Santander, BBVA Mexico, and Banorte were chosen under highly competitive conditions.

As of now, 750 million pesos have been allocated for statewide construction initiatives. Over 495 million pesos have been paid as advances, and 27.7 million pesos for estimations. Additionally, there’s a bank balance of 227 million pesos available. The first amortization and interest payment, totaling 1.87 million pesos, was made on May 25, adhering to all financial commitments.

The financing has received favorable ratings from Moody’s and Fitch Ratings, achieving levels such as AA+.mx and AAA(mex) VRA, positioning Sinaloa as a reliable and financially robust entity.

Highlighted Projects and Transparency

Among the most advanced projects in the Advance Plan Sinaloa are:

  • Rehabilitation of the El Peluchín north collector and pavement of Juan de la Barrera street in Ahome, both at 98% completion.
  • Second-stage pavement of the La Concha–El Trébol Dos road in Escuinapa, at 76% completion.
  • Second-stage pavement of the Concordia–La Concepción–San Jacobo road, at 65% completion.
  • Construction initiation of the Malecón de la Margen Izquierda in Culiacán, with 3% physical progress.

These projects reflect the plan’s dynamism and statewide coverage, addressing crucial infrastructure in urban and rural areas.
