Querétaro’s Employment Outlook and Strategies for Economic Growth
Querétaro, Qro. Global uncertainty has impacted the labor market, but Querétaro’s Secretary of Labor, Liliana San Martín Castillo, remains optimistic about an upcoming improvement and compensation for recent job losses in the state.
Recent Employment Trends
After two consecutive months of declines in employment secured through the Mexican Social Security Institute (IMSS), San Martín Castillo emphasized the need for market certainty to revitalize employment.
“We anticipate a period of compensation in hiring,” she said confidently. “We are certain that once there is some certainty in the markets, employment in the state will also recover.”
No adjustments have been made to Querétaro’s employment creation goal for 2025, as the state expects a turnaround in the coming trimester.
Employment Strategy and Inbound Initiatives
In January, the state government announced a strategy for employability, aiming to increase job creation by 50% compared to the previous year. This would result in approximately 17,803 new positions based on IMSS data.
From January to May, Querétaro added a total of 7,826 secured jobs, with 3,604 in January, 5,053 in February, 2,729 in March, followed by declines of -1,248 in April and -2,312 in May.
San Martín Castillo explained that the state is implementing strategies to attract investments and develop human capital, which will positively influence the labor market.
“We are pursuing various strategies within the state government to continue attracting investments, ensuring that established companies can maintain their growth. We have designed a series of actions to strengthen talent development and, consequently, bolster their production lines,” she elaborated.

The secretary acknowledged that global scenarios impact business decisions, but the state government aims to create local certainty.
“There are international scenarios influencing business decisions, but from our perspective as the state government, we will strive to generate local certainty,” she stated.
Queretanos Repatriados
Repatriated Queretanos and Their Impact on the Labor Market
The labor market situation is further complicated by the needs of Queretanos repatriated from the United States. So far, the Secretariat of Labor has assisted 250 compatriots, with 15% securing employment, mainly in the manufacturing sector.
The majority of these profiles are operational, while some are professionals. San Martín Castillo noted that the 2025 scenario differs from the previous year due to the United States’ migration policy.
