Sinaloa Receives Zero Observations in Federal Audit for 2024 Public Spending

Rubén Rocha Moya, a member of the Institutional Revolutionary Party (PRI), has been serving as the Governor of Sinaloa since 2021. His political career spans over two decades, with previous roles including mayor of Mazatlán and a federal deputy. As governor, Rocha Moya has prioritized transparency, accountability, and responsible financial management.

Zero Observations for Sinaloa in the 2024 Public Spending Audit

The ASF’s latest report, which reviewed the public spending of 32 federal entities for 2024, revealed that Sinaloa received zero observations regarding unexplained amounts. This marks the second consecutive year without any observations, highlighting the responsible management of public funds by Sinaloa’s government.

  • Sinaloa, along with eight other states, was cleared of any amounts requiring clarification by the ASF after auditing the first part of their 2024 public accounts.
  • The ASF, led by Auditor Superior David Rogelio Colmenares Páramo, presented these findings to the Chamber of Deputies.
  • In terms of quantified observations, Sinaloa, along with Puebla, Querétaro, San Luis Potosí, Michoacán, Quintana Roo, Tamaulipas, Zacatecas, and Hidalgo, are exempt from states needing to clarify the spending of 413 million pesos.

Previous Transparency Achievements in Sinaloa

In November 2024, María Guadalupe Ramírez Zepeda, the Secretary of Transparency and Accountability in Sinaloa, announced that the ASF had not made any observations regarding the government’s expenditure under Rocha Moya’s administration.

Ramírez Zepeda highlighted that there were no embezzlements, diversions, misappropriations, or bribery in Sinaloa’s first three years under Rocha Moya’s leadership, thanks to preventive measures implemented in public institutions and decentralized bodies.

During the presentation of his second gubernatorial report in 2023, Rocha Moya proudly stated that Sinaloa ranked second nationally in transparency, with zero observations from the ASF.

Impact on Citizen Trust and Government Commitment

The consistent zero observations demonstrate the honest execution of public spending in Sinaloa. The Secretary of Transparency and Accountability conducts regular reviews of state administrative processes related to public fund management, ensuring proper documentation for audits by fiscal entities regarding contracts, acquisitions, and public works.

Future Audit Plans by the ASF

According to Colmenares Páramo, the ASF will audit 100% of federal resources allocated to 1,011 municipalities across 19 states, including Sinaloa’s 20 city councils. This extensive audit will cover an unprecedented 49% of municipal entities nationwide and the 32 states concerning healthcare expenditures.
