Background on Governor Rubén Rocha Moya

Governor Rubén Rocha Moya, elected in 2023, has been actively working to provide secure land titles for families in Sinaloa, Mexico. His efforts aim to ensure legal certainty and property rights for thousands of residents, fostering stability and development in the region.

Recent Property Title Distribution

  • On July 18, 2025, Governor Rocha Moya continued the distribution of property titles, presently benefiting 1,825 families in Culiacán, bringing the total to 25,000 titles distributed across 17 municipalities in Sinaloa.

Accompanied by Edna Elena Vega Rangel, the Secretary of the Agrarian, Territorial and Urban Development (SEDATU), and Rodrigo Chávez Contreras, the Director of the National Housing Commission (CONAVI), Rocha Moya emphasized that these titles provide legal certainty for the families’ patrimonies.

Legal Certainty and Property Rights

In his speech, Rocha Moya explained that these titles represent legal certainty for their properties, ensuring no one can take them away. He said, “This means you have legal ownership, and nobody will tell you that you lack something. No one will say, ‘Give it to me,’ or ‘Complete it for me.’ These documents have all the validity thanks to the integration of the legal certainty table, which includes SEBIDES, INSUS, the Agrarian Procurator’s Office, the National Agrarian Registry, the Sinaloa State Catastral Institute, the Public Property and Commerce Registry, and the Sinaloa State Housing Commission.”

Collaborative Efforts for Title Distribution

Rocha Moya highlighted the collaborative efforts of federal, state, and local governments in distributing these titles. He mentioned the Secretary of Bienestar, María Inés Pérez Corral, for her leadership in this initiative.

Upcoming Housing Program

During the visit of federal officials, Rocha Moya announced the imminent launch of the Housing Program under the Bienestar initiative, led by President Claudia Sheinbaum Pardo. The program will construct the first 9,000 new homes in Culiacán for low-income families.
