Introduction to the Digital Window Initiative
Mexico’s government, led by Chief of Government Claudia Sheinbaum, has introduced the Digital National Investment Window to cut down the time required to establish a business from 2.6 years to just one year and reduce bureaucratic procedures by half.
Current Challenges in Opening a Business
Currently, opening a business in Mexico involves 2.6 years and 51 bureaucratic procedures, along with 466 requirements. These include 9 for incorporation, 25 for construction, and 17 for operation. Such a complex process can lead to unnecessary costs and potential opportunities for discretion or corruption.
Digital National Investment Window: Simplifying the Process
The new Digital National Investment Window aims to standardize procedures and requirements across the nation, as each state and municipality currently demands different requirements for businesses of any size. The initiative seeks to ensure the same processes, requirements, and timelines at federal, state, and municipal levels for any investment project.
- Key Objectives:
- Reduce the process to a maximum of 1 year
- Cut down from 51 bureaucratic procedures to just 32
- Decrease from 466 requirements to 127
- Procedure Breakdown:
- 5 procedures for incorporation
- 19 procedures for construction
- 8 procedures for operation
Secure Identity Verification with Llave MX
To make the process more agile, a Llave MX will be implemented for secure identity verification and access to the platform.
National Catalog of Procedures
Alongside the Digital National Investment Window, the National Improvement Regulation and Digital Government Law has been introduced. This law aims to create a National Catalog of Procedures, enabling citizens to understand the necessary procedures and requirements for starting a business.
Citizen Engagement through Online Questionnaire
To access the catalog, citizens can visit https://www.inversiones.gob.mx/ventanilla and complete a 5-minute questionnaire. The questions cover details such as the business location, sector, and distribution scope (national or international).
Benefits of the National Catalog
The National Catalog of Procedures aims to achieve:
- 50% fewer procedures, requirements, and resolution times
- 80% of procedures available online for digital transformation
