The arrival of Morena to power marked a significant deviation from the path designed over decades to develop Mexico, with the participation of various political forces. A clear example of this shift is the dismantling of the Rule of Law, which should guarantee freedom, not a tool for the regime to restrict it. This is accompanied by the decline of democracy, the disappearance of plurality, the deconstruction of constitutional control, federalism, and the division of powers, among other institutional pillars.
Key Changes and Their Impact
Some programs and projects aimed at consolidating a superior development stage for all have been transformed into officialist actions with electoral purposes, accompanied by opaque public resource spending and a alarming increase in national debt.
1. Aeropuerto
- Cancellation of NAIM: The International Airport of Mexico (NAIM) in Texcoco was canceled when the work had advanced 21%. Hundreds of millions of pesos were wasted, and we are still paying for it. NAIM was conceived as one of the most modern and functional airports in the world, with a self-financing scheme through bonds backed by the Tarifa de Uso de Aeropuerto (TUA), exclusively covered by its users.
- Santa Lucía Base: Instead of NAIM, the decision was made to modify the military airbase in Santa Lucía to build AIFA, a project we all pay for, regardless of usage. Official figures state its cost at 75 billion pesos and it’s underutilized, while Benito Juárez Airport deteriorates rapidly.
2. Combate a la pobreza (Combatting Poverty)
- PROGRESA/Oportunidades/PROSPERA: Implemented in 1997, this program aimed to reduce extreme poverty through targeted interventions in education, health, and nutrition. It provided economic and in-kind support conditional on school attendance and medical consultations, benefiting over 6 million families (around 30 million people).
- Programs for the Bienestar: These programs deliver cash under a universal right logic, without conditions for receiving or maintaining the benefit. For example, the Rita Zetina Scholarship targets pre-school, primary, and secondary students in public schools without attendance verification or academic performance requirements, excluding private institution students.
- Pensiones del Bienestar: These lack structural goals to modify poverty patterns as they aren’t accompanied by complementary policies in education, health, or labor training. These programs have been criticized as clientelism instruments, financed through public debt, without considering that productivity isn’t achieved by distributing handouts.
3. Salud (Health)
- Seguro Popular: Created in 2004, this voluntary program offered financial protection and medical consultations, obstetric care, lab tests, ambulatory medicine, dentistry, and ensured medication availability for covered interventions. It combined federal resources and family contributions based on income, reaching over 50 million affiliates.
- INSABI and IMSS-Bienestar: INSABI replaced Seguro Popular in 2020 to offer free services and combat alleged corruption. However, it failed due to inadequate medication management. IMSS-Bienestar, which still doesn’t operate nationwide, left critical gaps in medical attention.
4. Contexto Actual (Current Context)
Mexico faces significant challenges, including growing violence, political polarization, weak job generation, high corruption levels, medication shortages, and inefficient vaccine application.
5. Llamado a la República (Call to the Republic)
It’s crucial to acknowledge that legitimate power exercise and genuine progress are based on truth, respect, concord, and a true culture of peace. Only then can we resume the path leading to prosperity and development within a framework of justice, institutionality, and dignity for all.
