Professionalizing Law Enforcement in Nayarit

Nayarit, under Governor Miguel Ángel Navarro Quintero’s leadership, has launched the second phase of its State Institute for Advanced Security Studies. This initiative, funded by state resources, aims to professionalize law enforcement officers and enhance the quality and effectiveness of security forces.

Key Facilities and Timeline

  • The new institution will focus on training and professionalizing police officers.
  • Key facilities include a criminalistics lab, accident lab, computer labs, oral trial classroom, auditorium, medical area, dining-kitchen, training track, shooting range, and parking.
  • The expansion is expected to be completed by December of this year.

Governor’s Commitment to Security and Ethics

During the inauguration, Governor Navarro Quintero emphasized the importance of professional development with high-quality standards for those protecting Nayarit’s citizens. He reaffirmed his commitment to transform the state based on ethics, education, and security—areas that should not be subject to simulation or complicity.

“If any level of government within my competence as governor—be it municipal presidents or public servants—receives instructions for simulation instead of acting promptly and sufficiently against crime, please inform me. We are risking our societal existence; it’s either the criminals or a legitimate public power. In this situation, I will continue defending the rule of law and the people’s security, no matter the cost. Is it easy? No, but it’s better to die bravely than live cowardly. Now is the time to defend innocence and stop protecting criminals.”

Support and Collaboration

Manases Langarica Verdín, Nayarit’s Secretary of Security and Citizen Protection, praised Governor Navarro Quintero’s leadership in establishing this institute, the first of its kind at the state level.

Currently, five generations of police officers are receiving advanced training under a Técnico Superior Universitario model, taught by instructors with operational experience in intelligence and investigation.

“This academy is for everyone, as the governor instructed. Not just for state forces but also for municipal forces who will follow the same protocols. We’re also opening doors for federal forces intervening with us. This state-led initiative is a testament to the state’s efforts and achievements.”

César Jiménez, the Defense Police and Physical Conditioning instructor, acknowledged the support in training, remuneration, and equipment received during this administration.

“In previous administrations, we didn’t receive this level of support. This administration has provided us with greater training. To build a strong police force, professionalization is essential.”

Expanding Professionalization

The government is developing technical and bachelor’s degree programs for penitentiary custody personnel. Soon, the state’s Protection Civil and Firefighter personnel will also begin their professionalization process.
