Introduction to Pemex’s Strategic Plan 2025-2035

During the presentation of Petróleos Mexicanos (Pemex)’s Strategic Plan 2025-2035, Víctor Rodríguez Padilla, the company’s general director, explained that Pemex aims to diversify its income sources. This expansion includes offering logistics and natural gas transportation services, as well as selling electricity to the Federal Electricity Commission (CFE) through cogeneration systems.

New Income Source: Cogeneration in Refineries

Pemex’s refinery processes will now include generating electricity using residual heat, known as cogeneration. There are already four projects with a combined capacity of 2,750 megawatts.

  • Refinería de Tula, Hidalgo: 650 megawatts
  • Salina Cruz, Oaxaca: 600 megawatts

  • Planta de cogeneración en el centro de proceso de gas Nuevo Pemex en el Sureste: 600 megawatts

Gas Pipeline Development with Private Sector Participation

Pemex plans to develop gas pipelines in collaboration with private companies. Three additional pipelines are under construction:

  • Interocéanico Gasoducto: Connects Jáltipan, Veracruz, to Salina Cruz, Oaxaca. Capacity: 150 million cubic feet per day of gas.
  • Conexión Maya: Links the marine gas pipeline ending in Mayakán to Paraíso port, home of the Dos Bocas refinery. Capacity: 547 million cubic feet per day.
  • Coatzacoalcos 2: 11 kilometers, capacity: 120 million cubic feet per day of local supply in the industrial area.

Expanded Logistics Services

Pemex will also offer logistics services, including towing and mooring of large-caliber ships, coastal personnel transportation, storage, transportation, and delivery of products using its infrastructure.
