Introduction to the Congressional Initiative

The Jalisco Congress, specifically the Commission of Finance led by Diputada Presidenta Gabriela Cárdenas, is set to begin a series of meetings and work sessions with representatives from business organizations and civil society to create a 2026 Income Law and Budget of Egresos that reflects the perspectives of productive and social sectors while addressing the entity’s priority needs. “We will establish a roadmap, meeting formally with diverse sectors to incorporate their concerns into the Income Law and Budget of Egresos. This will be an open space, striving for a collaborative budget that considers the most crucial aspects from each sector. We understand that resources are limited, but we aim to ensure that unutilized funds this year can be allocated in subsequent years of the current government,” Cárdenas explained.

Planned meetings include representatives from the Mexican Construction Chamber (CMIC), the Jalisco Industrial Chambers Council (CCIJ), the Chamber of Commerce, women’s business associations, and various civil society organizations.

Predial Tax Increases in 121 Municipalities

In addition to the collaborative budget initiative, Diputada Cárdenas announced that 121 out of the 125 municipalities in Jalisco have projected increases in the predial tax. The deadline for submitting these municipal income laws to the Congress is November 30, following which the legislative body will issue its respective rulings on property valuation tables.

“We supported municipalities throughout the process of drafting their income laws, clarifying doubts and providing guidance. All municipalities managed to approve their income laws on time,” Cárdenas stated.

Approximately 66% of the municipalities project an average increase of 5% for the upcoming year. Some municipalities anticipate higher increases, ranging from 8% to 10%. The majority of municipalities’ proposed tax adjustments fall within this range.
