On Monday evening, Mexico’s Secretary of Finance and Public Credit, Édgar Amador, presented the 2026 Economic Package to the Chamber of Deputies. This is the second economic package during President Claudia Sheinbaum Pardo’s administration.

Revenue Estimates and Allocation

Amador detailed that the economic package proposes resources equivalent to 3% of the Gross Domestic Product (GDP) for priority social programs. The government estimates to have $8.7 billion in revenue for the upcoming fiscal year, aiming to fund these social programs along with other essential areas.

Tax Revenue as the Backbone

Amador emphasized that tax revenues will be the backbone of the 2026 fiscal year, thanks to efforts against tax evasion, digitalization, and modernization of the fiscal framework. He projected that these measures will generate $5.8 billion, a 5.7% real increase compared to 2025, reaching an all-time high of 15.1% of the GDP.

New Initiatives for Fiscal Reform

To achieve these targets, Amador announced new initiatives by President Sheinbaum to reform the Federal Law of Rights, the Special Production and Services Tax Law, and the Federal Fiscal Code. These reforms aim to integrate non-tax provisions focused on safeguarding the physical and mental health of Mexican families.

Despite these challenges, he defended Mexico’s resilience and highlighted that this second economic package reflects a clear vision of the state: “An economic policy that accompanies productive development, expands social rights, and does so with fiscal responsibility, macroeconomic stability, and shared prosperity.”

Reactions from Political Leaders

Ricardo Monreal, president of the Coordination Junta of San Lazaro (Morena), assured that this Chamber will carefully review the allocated resources “to act coherently with the country’s situation.”

Monreal also emphasized the new actions to increase taxes on sugary beverages and tobacco, despite anticipating resistance from interest groups. He defended measures to eliminate the deductibility of payments made by multiple-banking institutions to the Institute for Bank Deposit Protection (IPAB).
