Introduction to Claudia Sheinbaum and Her Historic Inauguration

On September 1st, for the first time in Mexico’s history, a woman delivered the State of the Nation report to the entire nation. This groundbreaking event, led by President Claudia Sheinbaum, marked the culmination of decades of struggle for equality and signaled the beginning of a new era where women lead Mexico’s state apparatus.

President Sheinbaum had much to report, including a reduction in poverty, significant changes in Mexico’s justice system, firm and prudent international relations, and many more achievements resulting from her dedication to the people of Mexico.

Energy Sector Developments

In terms of energy, the message was clear: Mexico has regained its sovereignty. Petróleos Mexicanos (Pemex) and the Federal Electricity Commission (CFE) are once again public strategic enterprises for national development.

With renewed instruments, today the Mexican state is at the forefront of strategic activities by developing infrastructure projects and promoting investment aimed at well-being and growth with justice.

In the first months of her administration, 19 constitutional and 40 legislative reforms were approved, including 13 in the energy sector. With this foundation, the Pemex Strategic Plan 2025-2035 was presented, featuring innovative financial instruments to address debt obligations while freeing up resources for new investments.

Pemex and CFE Progress

Today, Pemex produces approximately 1.2 million barrels of refined petroleum daily thanks to the joint operation of the Olmeca, Deer Park, and Tula Coquizadora plants. Fertilizer production has increased by 17% compared to 2024, contributing to food sovereignty.

President Sheinbaum reported that CFE will have four new power generation plants totaling 2,000 megawatts by the end of 2025, with an additional 3,193 megawatts planned for the following year due to the entry of five more plants. Furthermore, private expansion will add 6,400 megawatts more by 2030, confirming that Mexico’s energy transition involves public leadership alongside private initiative.

This year, 16 transmission projects are being developed with an investment of 900 million pesos, and we aim to meet our international commitment to boost Mexico’s renewable energy contribution to 35% by 2030.

Energy Justice Initiatives

In addition to these achievements, energy justice actions have been carried out, such as electrifying indigenous communities in Durango’s Sierra and the efficient stove program for Purépecha families in Michoacán. Access to energy is not just an economic matter but also a tool for equity and well-being.

International Recognition and Fiscal Discipline

The results of this first report are also evident in Mexico’s international valuation: Standard & Poor’s reaffirmed Mexico’s sovereign debt rating at BBB, while Moody’s Ratings upgraded Pemex’s rating from B3 to B1 with a stable outlook.

These recognitions reflect Mexico’s solid position within the investment grade and its continued confidence from debt evaluation agencies. This acknowledgment confirms fiscal discipline, prudent monetary policy, and Mexico’s institutional solidity, translating into an Economic Package for 2026 that maintains the economic and budgetary responsibility of this government.
