Introduction to the Nezahualcóyotl Economic Development Polo
The State of Mexico is advancing in the consolidation of the Polo de Desarrollo Económico del Bienestar (Podecobi) Nezahualcóyotl, one of the 15 announced in Plan México. Although the specific use of the land is still being determined, there are already “some companies interested” in setting up operations, according to Laura González, the Secretary of Economic Development for the State (Sedeco).
Project Details and Economic Impact
This project will generate 4,500 jobs during its construction phase and locally. It is part of the strategy to stimulate investment in the Strategic Productive Corridor East, which includes the municipalities of Chalco, Chicoloapan, Chimalhuacán, Coacalco de Berriozábal, Ecatepec de Morelos, Ixtapaluca, Texcoco, Valle de Chalco Solidaridad, and La Paz.
The area is attractive for investment due to factors beyond tax incentives. It has 34.5% of the Población Económicamente Activa (PEA) and hosts mid-level and higher education institutions with a technical focus.
The land designated for this project had no prior use, but its development will bring significant benefits to the zone. The polygon spans 683,683.11 square meters across four plots in Nezahualcóyotl, Estado de México, as per the Diario Oficial de la Federación (DOF).
The August 7, 2025 decree, signed by Economy Secretary Marcelo Ebrard Casaubón, states that economic benefits will extend to the capital’s Gustavo A. Madero, Venustiano Carranza, Iztacalco, and Iztapalapa alcaldías.
The zone houses a population of 7.6 million and has immediate access to primary roadways like the Circuito Interior and proximity to the Aeropuerto Internacional de la Ciudad de México (AICM).
Environmental and Infrastructure Considerations
Regarding infrastructure, the project anticipates a demand for electricity between 5 and 7.7 megawatts from 2027 to 2030. The polygon will have access to natural gas, electricity, and rail networks. Its primary productive vocations include logistics, digital economy, technological services, electronics, light industry, and the pharmaceutical sector.
González emphasized the importance of aligning interested firms with the proposed Plan México project. Proposals will be evaluated based on the Polo’s vocations, which are nearing public announcement. Convention and official operation start-up are expected soon.
The long-term vision for this polo is to have established, solid companies that continue generating economic value in the region.
Investment Context
From September 2023 to July 2025, the State of Mexico has accumulated national investments of 140,055 million pesos and foreign investments of 10,537 million dollars. Despite uncertainties following the U.S. government’s tariff measures, the entity remains committed to attracting investments.
