Introduction to the Proposal by President Claudia Sheinbaum Pardo
Mexico’s President, Claudia Sheinbaum Pardo, remains committed to simplifying, digitizing, and harmonizing federal, state, and municipal procedures. On April 21st, she will submit the new National Law for Eliminating Bureaucratic Red Tape and Corruption to the Mexican Congress. As part of Plan México, a Ventanilla Digital Nacional de Inversiones (National Investment Digital Window) will also be established.
Objectives and Scope of the Proposed Law
The primary goal is to reduce bureaucratic procedures for citizens, making most of them digital and remotely accessible. Sheinbaum Pardo emphasized that this initiative aims to minimize tramites, ensuring no negative impact on citizens. The plan intends to cut the number of tramites, requirements, and waiting times by half.

These processes will be available online at https://www.inversiones.gob.mx/.
The ultimate aim is to ensure uniform tramites, requirements, and waiting times across federal, state, and municipal levels, making them 100% digital.
Current Challenges and Proposed Solutions
Currently, investing in Mexico requires an average of 2.6 years, involving 51 tramites and 466 requirements across federal, state, and municipal levels. The new system aims to reduce investment times to a maximum of one year, decreasing tramites to 32 and requirements to 127 on a single digital platform.
- Establishment of mesas de diálogo in all 32 states for the implementation of the simplification model.
- Signed nine agreements with Tamaulipas, Baja California, Aguascalientes, Colima, Hidalgo, Guerrero, Puebla, Yucatán, and Chiapas governments.

Sheinbaum Pardo announced that all tramites for company constitution will be available online by June 15th, followed by construction and operation tramites in all states and municipalities by August 25th. All tramites, stages, and authorities will be accessible online by November 30th.
Ventanilla Digital: Fusion of Tramites
Ximena Escobedo Juarez, head of the Productive Development Unit and Economy Secretariat Office, announced that various tramites will be merged and simplified under the Ventanilla Digital Nacional de Inversiones.
