Introduction to the Mexican Navy’s New Legislative Initiative

On Monday night, President Claudia Sheinbaum Pardo submitted a new Organic Law of the Mexican Navy to the Chamber of Deputies. This proposal aims to align the Mexican Navy’s responsibilities with the government’s vision, emphasizing customs control.

Background and Relevance

The Mexican Navy, or Secretaría de Marina (SEMAR), has seen its responsibilities expand in recent years, coordinating with state entities and maritime and interior customs. The current proposal seeks to replace the Organic Law of the Mexican Navy enacted by former President Andrés Manuel López Obrador in 2021.

This new legislation, consisting of 101 articles and 5 transitional provisions, aims to bolster the Mexican Navy’s operational, strategic, technological, and cyber defense capabilities.

Key Provisions of the New Law

The proposed law acknowledges that numerous reforms are necessary to harmonize existing regulations with current legislation, necessitating the creation of a new law and the repeal of the existing Organic Law of the Mexican Navy.

According to President Sheinbaum, the new law’s purpose is to enhance the Mexican Navy’s training, preparedness, and intelligence. It also seeks to establish a National Maritime Authority for maritime zone protection, coastal areas, ports, harbors, terminals, marinas, and port installations.

Furthermore, the law aims to reinforce customs surveillance and detection, coastal and maritime vigilance, strategic installations, and promote scientific research and technological development in the maritime sector for national security and sovereignty.

The law also addresses gender equality, aiming for substantive gender equality through transversal themes.
