Introduction and Background
The Mexican government, through the Secretariat of Women, has successfully met its 2025 goal by establishing 678 Centros LIBRE (Centers for Freedom, Equality, Well-being, Community Networks, and Emancipation for Women) across all 32 federal entities. This initiative, backed by an investment exceeding 651 million pesos, reinforces one of the core pillars of the Second Tier of Mexico’s Fourth Transformation: promoting substantive equality and women’s autonomy.
Initial Impact of the Program
The program’s initial impact has been substantial. Between May 1 and August 15, 2025, the Centros LIBRE served over 99,320 women nationwide. An impressive 98% of these services were provided directly at the Centros LIBRE, highlighting their effectiveness as essential contact points for women in local communities. A total of 173,882 services were rendered.
Service Focus and Distribution
- 40% of services focused on addressing cases of violence against women, with attention provided through the Tríada de Atención (Legal advice, psychological care, and social work).
- 60% of services were dedicated to strengthening women’s autonomy, particularly economic autonomy, through capacity-building activities, recreational events, and community network consolidation.
Notably, one in five women attended during this period reported experiencing violence.
Future Goals and Expansion
With this year’s objective achieved, President Claudia Sheinbaum has directed the Secretariat of Women to ensure that, by the end of her administration, every municipality in Mexico has at least one Centro LIBRE. The aim is to leave a brighter future for women, girls, and adolescents with enhanced well-being and happiness through the Second Tier of Mexico’s Fourth Transformation.
