Background on Key Players

The Association of Southeast Asian Nations (ASEAN), comprising 11 member states, is China’s largest trading partner. In 2022, bilateral trade between ASEAN and China amounted to a staggering $771 billion, as per ASEAN statistics.

China seeks to deepen its engagement with ASEAN, a region boasting a combined GDP of $3.8 trillion, to counteract the heavy import tariffs imposed by former U.S. President Donald Trump on countries worldwide.

Strengthening the Trade Pact

On Tuesday, China and ASEAN signed an updated version of their free trade agreement (FTA), which includes sections on the digital sector, green economy, and other emerging industries, according to China’s Ministry of Commerce.

The updated FTA, known as Version 3.0, entered into force during the ASEAN leaders’ summit in Malaysia, where Trump attended on Sunday, marking the beginning of his Asia tour.

Negotiations for this enhanced ASEAN-China FTA commenced in November 2022 and concluded in May of this year, shortly after Trump’s tariff offensive began. The initial FTA took effect in 2010.

China has previously stated that the agreement would pave the way for improved market access in sectors such as agriculture, digital economy, and pharmaceutical products between China and ASEAN.

ASEAN and China’s Role in the RCEP

Both ASEAN and China are members of the Regional Comprehensive Economic Partnership (RCEP), the world’s largest trade bloc, encompassing nearly one-third of the global population and around 30% of world GDP.

Malaysia hosted the RCEP summit in Kuala Lumpur on Monday, the first in five years.

Some analysts view the RCEP as a potential buffer against U.S. tariffs, though its provisions are deemed weaker than those of other regional trade agreements due to conflicting member interests.
