Puebla Receives 130 Million Pesos More in Federal Budget for 2026

Budget Increase Details and Allocation Priorities

Puebla will receive 130,000 million pesos for the upcoming year, representing a 3.17% increase compared to what was exercised in 2025, following the approval of the Federal Expenditure Budget (PEF) project for the 2026 fiscal year by the Chamber of Deputies.

The state was allocated approximately 5,700 million pesos more than initially contemplated, according to information gathered by El Economista from the approved resolution.

Governor’s Role in Budget Execution

Governor Alejandro Armenta Mier will send the Economic Package to the State Congress by no later than November 15, prioritizing education and public safety.

However, there will be infrastructure projects for the state under the 2025 model, which involved savings of up to 35%. The federal president, Claudia Sheinbaum Pardo, will later announce the road projects to be carried out as part of this budget, primarily strengthening Puebla’s Bienestar Development Polo in San José Chiapa.

Increased Funding for Public Infrastructure Projects

The federal legislator, Claudia Rivera Vivanco (Morena), explained that there would be no further variations to Puebla’s budget amount once the PEF 2026 is approved in December.

The increase in the federal budget allocated to Puebla will primarily go towards infrastructure projects that are part of the federal government’s plans. These projects will be announced by President Claudia Sheinbaum Pardo, focusing on strengthening Puebla’s Bienestar Development Polo in San José Chiapa.

The increase originates from additional allocations to Budget Items 28 and 33, corresponding to the General Fund of Participations and the Municipal Development Fund.

  • Budget Item 28 will receive 64,141 million pesos, a 9% increase.
  • Budget Item 33, federal contributions, will receive 48,516.8 million pesos, a 0.6% increase compared to 2025.

In 2025, the federal government approved 126,000 million pesos, with 114,000 from Budget Items 33 and 28. In 2024, Puebla received 111,092 million pesos, a 4,000 million pesos increase from 2023.

Additionally, 7,043 million pesos will be allocated through decentralization agreements with secretariats, a 2.1% increase.

Prioritizing Education and Security in the Budget

Resources will primarily target programmable expenses such as urban development, education, and salary payments.

Over 5,000 community projects have been executed under the Obra Comunitaria program in Puebla, and the goal is to continue strengthening this in 2026.

Governor Armenta emphasized prioritizing infrastructure projects with the purchase of machinery modules and Pemex’s donation of stone. He also mentioned paving 5,000 streets from the remainder of 2025 through the first half of the following year.

Marcos Gutiérrez Barrón, an economist at the Autonomous State Popular University of Puebla (Upaep), stressed the importance of prioritizing health service strengthening in the upcoming year’s budget, as it has been neglected for seven years.
