Overview of the Construction Sector Performance
In November 2025, the production value of construction companies in Mexico increased by 1.7% compared to the previous month, marking its best advance since June 2024 and breaking two consecutive months of growth, according to data released by the National Geography and Statistics Institute (Inegi) on Friday.
This monthly growth helped reduce the annual decline of the indicator, which dropped from 13.6% to 8% between October and November, as per the National Survey of Construction Companies (ENEC) figures.
Transportation Projects Drive Sector Growth
The advance in November 2025 was fueled by the activity in the transportation and urbanization works sector, which saw a remarkable monthly growth of 12.2%. This was its best performance since October 2024, when it grew by 12.7%.
The transportation subsector’s production broke a four-month decline trend, as the construction works for new passenger train routes initiated by the federal government began to gain momentum.
- México-Pachuca, México-Querétaro (both managed by Defense), Querétaro-Irapuato, and Saltillo-Nuevo Laredo are among the projects licited between August and October in their respective phases.
Apart from transportation, the electricity, telecommunications and petroleum & petrochemical works sectors also showed intermonthly improvements in November, with 4.3% and 3.6%, respectively.
Meanwhile, declines were observed in the water, irrigation and sanitation (-16.2%), other constructions (-1.3%), and building (-0.2%) areas.
Confirmation of Sector Trends
The ENEC results confirm what Inegi anticipated in its Monthly Indicator of Industrial Activity (IMAI) for November, reporting a monthly increase of 1.6% in the construction sector.
This growth indeed supported the 0.6% monthly growth in industrial activity.
Partial Mitigation of Annual Decline
The favorable results for construction companies in October and November slightly attenuated the accumulated decline of sector activity during the first 11 months of 2025.
- A drop of 16% in the production value of the sector is recorded, which compares unfavorably to the 5.1% retraction of the same period in 2024.
- By September, the decline was even steeper at 17.1%.
The downturn in construction activity remains more evident, by far, in public works, where a decrease of 39.5% is observed, while in private works, the decline stands at 0.5%.
