Vivienda para el Bienestar Program by Mexico’s President Claudia Sheinbaum
In line with the Vivienda para el Bienestar program initiated by Mexico’s President Claudia Sheinbaum, the Fondo de la Vivienda of the Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (Fovissste) plans to construct 100,000 homes over the six-year term, investing approximately 60,000 million pesos.
Construction Initiation in 2026
According to Jabnely Maldonado Meza, the executive vice president of Fovissste, the construction of 20,000 homes will commence in 2026, with the expectation of completing the first deliveries in 2027. This effort is part of a federal strategy aimed at addressing low-income populations, with properties priced at a maximum of 600,000 pesos for those earning one to two minimum wages.
Focus on Work Centers
Maldonado explained that the projects aim to be situated near work centers of public servants, as a significant portion of Fovissste’s beneficiary right is concentrated in state capitals.
- Currently, Fovissste has identified 18 entities for these home constructions: Michoacán, Puebla, Oaxaca, Aguascalientes, Jalisco, Mexico City, Chiapas, Guanajuato, Hidalgo, Durango, State of Mexico, Sinaloa, Coahuila, Tamaulipas, Veracruz, Quintana Roo, San Luis Potosí, and Guerrero.
- One of the main challenges has been land availability. Fovissste will follow a strategy similar to Infonavit, which includes obtaining donated land from public institutions and purchasing plots from private construction companies responsible for developing the housing projects.
Credit Targets for 2026
In addition to home construction, Fovissste anticipates placing around 31,000 housing loans and delivering 10,000 financing under the autoconstruction and improvement programs by 2026. This collective effort would represent an additional deployment of 40,000 million pesos.
- A central objective of the Bienestar program is to revitalize social housing, which has contracted in recent years and impacted the placement of housing credits.
- Fovissste advanced 96% of its credit placement target for 2025. However, many state workers have Fovissste credits but cannot afford available housing due to high prices.
Dealing with Delinquency
Another priority for Fovissste is recovering its delinquent portfolio and strengthening the legal certainty of accredited individuals. The Fovissste Morosity Index averages 9.5%.
- A significant problem arises when former state employees, who obtained credit while in service, stop making payments.
- Of those accredited leaving the public sector, 80% stops paying, meaning only two out of ten maintain their payment responsibility.
Fovissste has implemented various payment solutions, including the Social Justice Program, to support accredited individuals facing difficulties.
“Our instruction is not to take away any home; instead, we aim to reach agreements and help accredited individuals obtain housing with legal certainty,” Maldonado emphasized.
