Background on the Incident
On Sunday, a tragic shooting occurred during the first match of the final round in the Liga Llanera, a small Mexican football league promoting youth engagement away from drugs and crime. The incident took place in Loma de Flores, a town of approximately 2,000 residents within the Salamanca municipality in Guanajuato.
The Attack
As the day was drawing to a close, armed men in at least three pickup trucks stormed the football fields. Norma Barrón, a mother searching for missing persons and promoter of the league, was in Oaxaca delivering a body but missed the game. Her son, who attended the match, called her during the shooting and described the chaos.

Barrón, upon hearing about the shooting, rushed to the scene and found traces of blood on the grass, players’ clothing, and candles lit in memory of the victims. Authorities confirmed 11 deaths and 10 bullet wounds, including a woman and a minor.
Gang Rivalry as Motive
Initial investigations suggest that the attack was a result of a power struggle between two criminal gangs. Five security personnel, who were responsible for checking attendees and ensuring they weren’t armed, were among the deceased.
According to an anonymous federal security source, these guards were targeted because their company was allegedly linked to the Cártel Jalisco Nueva Generación (CJNG). The attackers are believed to be from the Santa Rosa de Lima cartel, a rival of CJNG controlling fuel theft, small-scale drug sales, and extortion in Guanajuato.
Messages on cartulinas found at the scene referenced a dispute between these criminal groups.
David Saucedo, a security consultant, explained to AFP that the attack was part of a struggle for control over zones between the two gangs and an attempt to draw attention from authorities to bolster security in the state. He also suggested that the Santa Rosa de Lima cartel might be trying to provoke federal and state forces to intervene in CJNG activities.
Saucedo further noted that there could be an intention to create international attention, especially with the 2026 FIFA World Cup approaching.

Persistent Violence
Following the massacre, Salamanca’s mayor César Prieto called for increased federal law enforcement presence. Guanajuato’s governor, Libia García, announced a joint operation by state and federal forces in the area.
