Noriega highlighted that similar legislation has already been approved in five Mexican states: Baja California, Sonora, Jalisco, Quintana Roo, and Nuevo León. Due to the nature of the law, regulation must occur on a state-by-state basis, depending on each legislature’s political will. AMAVe hopes more states will adopt this measure, prioritizing public safety.

The vehicle rental sector in Mexico is currently thriving. In the second quarter of 2025, AMAVe member companies reported a 27.7% increase in new car acquisitions and a 49.85% rise in new truck purchases compared to the previous quarter, indicating growing demand for mobility solutions.

During the first half of 2025, AMAVe members acquired 41,376 new units, with 23,124 added between April and June. Noriega emphasized that one of the sector’s main challenges is integrating electric vehicles into various fleets, requiring substantial infrastructure development.
