Introduction to Aeropuertos y Servicios Auxiliares (ASA)

Aeropuertos y Servicios Auxiliares (ASA) is a federal government-owned organization under the Secretaría de Infraestructura, Comunicaciones y Transportes (SICT) responsible for managing and operating Mexico’s busiest airports, including the Aeropuerto Internacional de la Ciudad de México (AICM).

Contracting AFI Servicios for Project Oversight

ASA has contracted AFI Servicios, for 15.9 million pesos, to handle the technical development of eight investment projects over the next two years. These projects include:

  • Building a Sustainable Aviation Fuel (SAF) blending plant in Cancun
  • Establishing the Mexican Civil Aviation University
  • Constructing new fuel stations at Puerto Escondido and Tepic airports

The total investment for these projects is approximately 2,400 million pesos. AFI Servicios will also develop business plans, route evaluation studies, aeroportuary profitability analysis, and the annual sustainability report for ASA according to Global Reporting Initiative (GRI) guidelines.

Selection Process

AFI Servicios won the contract through a competitive bidding process, outperforming ADHOC Consultores Asociados and SYSTEMGAT. The latter two did not meet the full legal and technical requirements, rendering their proposals ineligible for economic evaluation.

AFI Servicios, based in Mexico City, offered the lowest-priced proposal. The contract’s duration is five months, starting from the day after the announcement on July 11.

ASA believes that this contract is crucial for proper planning and execution of infrastructure projects. It ensures adherence to best practices, sustainability criteria, and compliance with current regulations, particularly for public sector infrastructure projects.

The technical and socioeconomic evaluation will maximize the social and economic returns of these projects, ensuring their alignment with regulatory requirements.

Additionally, AFI Servicios will conduct viability and profitability assessments for short-term, medium-term, and long-term aeroportuary projects in Poza Rica and Tehuacán. They will also analyze unconcessioned airports in Campeche, Quintana Roo, and Yucatán to determine their potential for future development.
