Details of the Decree

The decree, effective since September 4, 2025, is accompanied by the signature of José Antonio Peña Merino, Secretary of the ATDT. It appeared in the Official Gazette of the Federation, two weeks after President Claudia Sheinbaum is expected to send a slate of potential commissioners to the Senate, possibly by September 15.

The Role of the CRT

According to the modified regulation, Article 24, the CRT will be directly responsible for matters related to radioelectric spectrum, coverage, and service continuity. Meanwhile, the ATDT can focus on implementing and continuing the National Connectivity Plan and Internet Access Strategy, potentially adjusting deployment and interconnection policies for all industry operators.

ATDT’s New Focus

The ATDT will now lead the implementation of the National Law to Eliminate Bureaucratic Tramites, including digital windows and certifications. Additionally, the ATDT must transfer human, material, and financial resources from the Satellite General Directorate of the Mexsat Satellite System to the Telecommunications Investment Promotion Organism (Promtel) within 30 business days following September 4, 2025.

Harmonization of Norms

The decree also mandates that norms regarding concessions, assignments, and permits of the Mexsat Satellite System must be harmonized within 30 business days from September 4, 2025.
