Overview and Importance of the Tren Maya Project

The Mexican Secretariat of Defense (SEDENA) has commenced a market research process to select a company or consortium responsible for conducting preventive and corrective maintenance on the infrastructure of tracts 1, 2, 3, and 4 of the Tren Maya (approximately 2,300 km from Palenque, Chiapas, to Cancún, Quintana Roo) for both passenger and freight services. Previous Maintenance Contracts and Lessons Learned

In 2024, SEDENA initiated a public national tender for the maintenance of tram 5 Norte’s infrastructure, constructed by military engineers. However, the contract was canceled, and the tasks were taken over by the same personnel. Two technical and economic proposals were submitted: one from Asimex del Caribe y Construcciones Urales (a subsidiary of Spanish Grupo Azvi) for 128.9 million pesos and another from TSO-NGE México (part of French Grupo NGE, a ferroviary sector specialist) for 123.1 million pesos.

The bidding process faced delays due to ongoing proposal evaluations, with the final deadline set for October 2, 2024. This experience highlights the complexity of maintaining extensive and intricate railway systems.

Maintenance Requirements and Responsibilities

SEDENA emphasizes the importance of proactive maintenance planning in collaboration with relevant parties. In case of unplanned corrective maintenance due to unforeseen incidents, the service provider must address the issue within 24 hours. Furthermore, the contractor is obligated to maintain a 24-hour on-call team capable of handling any potential issues year-round.
