Trilateral Meeting Focuses on Sustainable Environmental Practices
On June 17, Mexico’s Secretariat of Economy and the Secretariat of Environment and Natural Resources (SEMARNAT) participated in a trilateral meeting with the United States and Canada to review the implementation of the T-MEC Environmental Chapter (Article 24.26).
Context and Relevance
The T-MEC, or the United States-Mexico-Canada Agreement, is a trade agreement that replaced the North American Free Trade Agreement (NAFTA) in 2020. The Environmental Chapter, which includes commitments on conservation and sustainable management of natural resources, is crucial for promoting environmental protection and cooperation among the three countries.
Mexico’s Contributions
- Conservation of Natural Resources: Mexico emphasized its progress in areas such as community forestry management, strengthening ecosystem management, expanding protected areas, enhancing national legal frameworks for environmental protection and soil conservation, improving air quality programs, and accelerating the elimination of ozone-depleting substances.
- Indigenous Involvement:
Mexico highlighted the significant role of indigenous peoples in sustainable biodiversity management.
United States’ Achievements
- Law Enforcement: The United States pointed out its accomplishments in enforcing environmental laws, including strengthening interdiction capabilities at the southern border, implementing technological improvements for government agencies to uphold T-MEC environmental commitments, and supporting efforts to monitor and enforce the agreement’s environmental obligations.
Canada’s Priorities and Progress

- Corporate Responsibility:
- Environmental Quality:
Canada has been promoting responsible business conduct.
Canada has focused on improving air quality, protecting marine environments from pollution caused by vessels, reducing marine debris, conserving marine species, and strengthening biodiversity conservation.
Committee Review and Future Cooperation
The Committee reviewed the operation of Chapter 24, including its connections to cooperative activities by the Environmental Cooperation Commission and the petitions process related to environmental legislation enforcement. The Committee stressed the importance of public participation in implementing the agreement through discussions on best practices for public committee sessions.
All delegations agreed on the significance of enhancing regional cooperation to tackle common challenges like biodiversity loss, pollution, and sustainable natural resource use. The region’s environmental importance stems from its vast biodiversity and influence on global conservation efforts.
Mexico, being one of the world’s most biodiverse countries with approximately 12% of global species, plays a crucial role in regional environmental agendas. Its commitment to the T-MEC Environmental Chapter’s effective implementation is vital for preserving biodiversity and ensuring environmental compliance across North America.
