Background on SICT and its Importance

The Secretaría de Infraestructura, Comunicaciones y Transportes (SICT) is a Mexican governmental body responsible for overseeing the country’s infrastructure, communications, and transportation systems. Established to ensure efficient and modernized services in these sectors, SICT plays a crucial role in maintaining Mexico’s extensive road network.

The Need for New Equipment

Currently, SICT lacks the necessary machinery to carry out pavement tasks effectively. To address this issue, SICT has initiated a public international bidding process to acquire 48 pieces of specialized equipment worth approximately 850 million pesos. This investment aims to improve road maintenance and ensure the Federal Free Road network’s physical condition.

Equipment Details

  • 10 compactors neumáticos (air-filled compactors)
  • 8 pavimentadoras convencionales (conventional paving machines)
  • 8 camiones petrolizadora (bitumen spreading trucks)
  • 6 fresadoras perfiladoras de asfalto (asphalt profiling grinders)
  • 2 compactadores terracero (goat-foot roller compactors)

Benefits of the Investment

With the new machinery, SICT expects to enhance its maintenance planning and response times for road emergencies. This investment will also lead to a 30% reduction in routine conservation costs through the Programa Bachetón and regular maintenance.

Bidding Process Details

The bidding process, outlined in the National Road Infrastructure Program 2025-2030, includes training and maintenance tasks to ensure proper usage of the equipment by suppliers. The winning bidder(s) must meet all specified requirements, offering the best technical specifications, quality, and timeliness.

Delivery Schedule

  • First delivery: 11 machines by the end of June in the State of Mexico center
  • Second delivery: 23 machines between July and August in Jalisco, Chihuahua, Veracruz, Campeche, and Baja California Sur centers
  • Third delivery: 14 machines in Aguascalientes and State of Mexico centers at a later date

Maintenance Requirements

Preventive maintenance will be conducted either after 3,000 operating hours or within two years and two months, whichever comes first. This maintenance plan is overseen by David Omar Calderón Hallal, the Director General of Road Conservation.
