Supporting Small Businesses with Increased Financial Aid
Alejandro Razo Delgado, the director of the Mexiquense Entrepreneur Institute, announced that approximately 10,000 loans will be distributed to micro, small, and medium-sized enterprises (SMEs) in the State of Mexico, totaling 1.5 billion pesos this year.
Background on the Program
Since its launch in 2023, this program has supported around 2,000 productive projects with loans ranging from 10,000 to 30,000 pesos by 2025. This year, an alliance with Banca Afirme has been established to multiply resources and support entrepreneurs and small to medium-sized businesses in the State of Mexico.
Loan Types and Details
- Colibrí Emprende Individual Loans: These loans are provided to individuals who have owned an SME for more than 12 months.
- Colibrí Solidario Mujeres Communal Loans: These loans are communal with solidarity guarantees, targeting groups of 10 to 40 women who own a business or engage in a productive activity with at least six months of experience.
- Colibrí Solidarios Mixtos Loans: These loans are directed at groups of 10 to 40 women and 20% men (80% women) who own a business or engage in a productive activity with at least six months of experience.
Loan amounts range from 10,000 to 100,000 pesos for cycles of one to four months, with interest rates between 0% and 1%. The loans come packaged with financial education programs, advice, and commercial linkage.
Educational Focus and Impact
Razo Delgado emphasized that these are productive loans, not for consumption, aiming to encourage investments in areas that multiply income, such as raw materials, equipment, and process optimization.
He also highlighted that the State of Mexico has a concrete public policy to foster the development of SMEs, intending to establish a state entrepreneurship system involving various governmental instances.
Institute’s Strategy and Funds
The Mexiquense Entrepreneur Institute implements a strategy through three areas: innovation and competitiveness, fund management for financing, and on-the-ground labor with diagnostic actions.
This year, the institute will exercise a budget of 168 million pesos, with around 127 million allocated to social programs, financing, economic social caravans, innovation fairs, and more.

The State of Mexico has a state business incubation system to develop entrepreneurs’ business ideas through systematized processes. This aims to refine the business model by identifying marketing channels, promotion strategies, process improvements, quality certifications, and efficient administration and financial management.
