Background and Relevance of Zaira Pérez Salinas

Zaira Yvette Pérez Salinas, a public official with expertise in law and technology, has been proposed to become the new director of Altán Redes, a company providing wholesale telecommunications services through the 700 MHz spectrum and recognized as the National Shared Infrastructure.

Since the beginning of 2025, Pérez Salinas has served as the General Director of Promtel (Organismo Promotor de Inversiones en Telecomunicaciones), an entity established during the administration of former President Enrique Peña Nieto and currently under the jurisdiction of the Secretaría de Infraestructura, Comunicaciones y Transportes (SICT).

Promtel is the concessionaire of the 700 MHz spectrum, a crucial intangible asset provided by the Mexican government for the formation of Altán Redes’ Shared Infrastructure. Now, the current Promtel leader is poised to become Altán Redes’ first director.

Career and Qualifications

With over a decade of experience in digital and telecommunications projects, Pérez Salinas is scheduled for an interview next week at Altán Redes’ offices with the company’s board of directors. The executive team, consisting of eleven votes, will decide whether to hire her for the top position at what is currently Mexico’s fourth-largest mobile operator by revenue and volume.

“She will be interviewed by the board next week, subject to their approval. She is the current Promtel director,” said a source to El Economista. “Given the context, she is the most suitable candidate; her background is well-known. No more uncertainty should be added to the sector,” said another source. “No other stronger candidate for Altán has emerged,” they added.

Last week, discussions at the Convergencia Show Mx 2025 began among decision-makers regarding potential candidates for the vacant position left by Carlos Lerma Cotera, who moved to the Subsecretaría de Ingresos of the Secretaría de Hacienda four months ago. “A woman will be appointed as the director,” shared another source.

Eligibility for Altán Redes Director Position

According to Altán Redes’ constitutive act, the person appointed as director should not be a shareholder or service provider, which clears the path for Pérez Salinas to become Altán Redes’ director.

Article 23 of the constitutive act also states that Zaira Pérez can be elected by a majority of the administrative council members, where the Mexican government, through the Comisión Federal de Electricidad (CFE), can hold up to eight of the eleven possible votes after recently becoming a new shareholder in the public-private company Altán Redes.

The constitutive act of Altán Redes also mandates that shareholders must promptly notify the Federal Telecommunications Institute (IFT) of the new director’s appointment, a requirement that would not be delayed in the context where the IFT faces its final hours and operates under tight deadlines.

Zaira Pérez Salinas’ resume highlights her work with companies such as Blerify, IDtech, Omnicloud, Idemia, Alanís Serrano y Doblado Abogados, among others.
