Record-breaking Collection in First Nine Months

The Mexican customs revenue has surpassed one trillion pesos in the first nine months of 2025, setting a new record high.

According to data from the Secretaría de Hacienda y Crédito Público (SHCP), revenue from the 50 customs offices totaled 1,737,750 million pesos from January to September 2025.

This represents a real growth of 16% compared to the same period in the previous year.

Key Customs Offices for Revenue Collection

Out of every 100 pesos that the government collected in taxes during the first three quarters of 2025, 26 came from customs offices.

Notably, the Nuevo Laredo customs office in Tamaulipas is the most productive, accounting for 163,995 million pesos in revenue so far this year. The Manzanillo customs office in Colima follows closely with 139,664 million pesos, and the Veracruz port customs office with 107,692 million pesos.

Recent Reform to Boost Customs Revenue

In October, the Congress of the Union approved a reform to the Customs Law with the primary goal of increasing customs revenue collection.

The Customs Law reform proposes significant changes, including making customs agents fully and jointly responsible for the commercial operations they participate in. This change eliminates the previous exemptions from responsibility that allowed agents to avoid liability if they were given false information by importers or exporters that they couldn’t detect.

  • What changes does the Customs Law reform propose?
    • Customs agents will now be fully and jointly responsible for the commercial operations they participate in, eliminating previous exemptions from responsibility.
    • Patents and authorizations for customs agents and agencies will have a validity of 20 years, with the possibility of extending for another 20 years.
    • Agents will be required to recertify every three years, and a Customs Council will be established to grant, renew, suspend, or extinguish patents and authorizations.
  • Which taxes are primarily collected at customs offices?
  • The primary tax collected at customs offices is the Value-Added Tax (VAT). Nearly two-thirds of the VAT revenue comes from customs offices.

    • Impuesto Especial sobre Producción y Servicios (IEPS)
    • Impuesto General de Importación (IGI) or tariffs
    • Derecho de Trámite Aduanero (DTA)
    • Impuesto Sobre Automóviles Nuevos (ISAN)
