Creating a functional public policy for all MSMEs in the country is a challenge, but there are commonalities that must be considered for their success. A microenterprise in Sonora differs from one in Oaxaca due to distinct needs and sectors, making a one-size-fits-all policy ineffective.
Regional Disparities Among MSMEs
Pedro Martínez, the regional director for Latin America at the Aspen Network of Development Entrepreneurs (Anden), explained that the average lifespan of MSMEs in Hermosillo, Chihuahua, and Nuevo León is 2.2 years, compared to the national average of 5.9 years.
Unaddressed Diversity in MSMEs
Isabel Madrazo, head of office at the Mexican Institute for Competitiveness (IMCO), highlighted that policymakers often overlook the diversity of businesses in Mexico, creating a barrier to addressing the needs of the entrepreneurial ecosystem.

During the panel “Impulsar para transformar: El rol del ecosistema para los emprendedores y las mipymes” at the Impact Days 2025, both experts discussed problems within the entrepreneurial ecosystem.
Issues in the Entrepreneurial Ecosystem
Martínez noted that many Mexicans prefer to have multiple microenterprises instead of focusing on developing a single business, partly due to public policy focuses on medium and large companies.
As a result, many microentrepreneurs fail to grow due to market unfamiliarity, insufficient team capabilities, and inadequate training programs tailored to various businesses.
“Business support programs should not target individuals; they must address entire teams, as building a business is a team effort and challenging to accomplish alone.”
Factors for Public Policy Focused on MSMEs
Given the diversity of MSMEs, which constitute 99.8% of national businesses according to the National Institute of Statistics and Geography (Inegi), panelists identified factors that could improve public policies:
- 1. Understanding MSMEs: To ensure equitable support, it’s crucial to delve into regional differences and better comprehend their needs.
- 2. Digital Complaint Module: Insecurity is a significant reason for MSME closures or stunted growth due to extortion and fraud. A digital complaint window could address this issue.
- 3. Enhanced Business Program Design: Tailored training programs should be monitored and measured to gather precise data on entrepreneurs’ needs and adapt or create region-specific programs.
- 4. Support Networks for Microentrepreneurs: Specialized spaces are needed to foster support networks for microenterprises, helping them effectively utilize resources and address their unique needs.
