Key Role of Afores in Mexico’s Financial Ecosystem

José María Bolio Barajas, the general director of Afore Principal México, emphasized the crucial role that the pension system plays in Mexico’s financial ecosystem.

Afores, or Administrators of Retirement Funds, are vital institutional investors in the country, contributing significantly to national development, especially through infrastructure investments.

Bolio highlighted that Afores operate with a long-term investment horizon, which is essential for financing infrastructure projects that take time to mature and generate returns.

Afores’ Crucial Contribution to Macroeconomic Stability

Bolio stressed that Afores are critical for macroeconomic stability, as they assist in financing government bond emissions and contribute to market stabilization.

As of September this year, Afores managed resources totaling 8.059 billion pesos, marking an 18.70% annual increase, according to data from the National Commission for the System of Savings for Retirement (Consar).

Workers’ savings, equivalent to 22% of the Gross Domestic Product (GDP), are under Afore administration.

Afores have been pivotal in fostering infrastructure investment in the country. Afore Principal, for instance, has leveraged its global and regional experience to make strategic investments in this complex sector.

Principal reported approximately 10,600 million pesos invested in infrastructure projects, directly contributing to the country’s development through investments in assets derived from workers’ savings.

The primary investment areas include roads, electric transportation, data centers, and power generation plants.

Bolio explained that Afores’ long-term investment horizon is crucial for financing infrastructure projects requiring extensive time to consolidate and generate returns.

Positive Outlook for Plan México

Plan México is viewed positively, with attractive opportunities, particularly in infrastructure investment.

Bolio stated that Afores are fully open to supporting and developing ambitious infrastructure projects, including those outlined in Plan México, in collaboration with the rest of the ecosystem.

He added that Afore Principal is “fully open to supporting and developing these Plan México projects, working together.”

Bolio noted that the Afore system has generally maintained a positive relationship with various governments, and Plan México represents the current manifestation of this evolution.

Challenges for the Afore Ecosystem

The primary challenge facing the Afore system is the increasing life expectancy of the population, necessitating adaptations for individuals who will live longer and require extended Afore support.

Another challenge, according to Bolio, is complementing the savings of the “transition generation” (those not reaching 15% contribution) through promoting voluntary savings.

Bolio concluded that, although the Mexican stock market is significant for Afores, it requires further growth and development to generate more investment alternatives and activity, aligning with the substantial volume of resources managed.
