Introduction to the International Labour Organization (ILO)
The International Labour Organization (ILO) is an agency of the League of Nations, currently a specialized agency of the United Nations. Established in 1919, the ILO aims to promote social justice and ensure decent working conditions worldwide. With 187 member states, the ILO plays a crucial role in setting labor standards, developing policies, and devising programs that promote decent work for all.
Key Themes at the Upcoming International Labour Conference
The ILO will host its International Labour Conference from June 2 to 13 in Geneva, focusing on five fundamental themes. One of these key topics is decent work in the digital platform economy. This theme is particularly relevant as the gig economy and digital platforms continue to reshape the world of work.
Relevance and Impact
These themes are of long-term significance to the global labor landscape. The ILO will also discuss reports from the Chair and the Director-General, including the situation of workers in occupied Arab territories and proposals for the Projected Programme and Budget for 2026-27.
Mexico’s Representation and Focus Areas
Hiram Sánchez Pavón, Subdirector of International Relations at the National Labor Council (Conlabor) and Technical Secretary for the International Labour Conference, highlighted Mexico’s participation in shaping two key themes: informal work and digital platforms.
“We will not only be observers but active participants in this process, engaging with international conventions and agreements between employers, governments, and workers,” Sánchez Pavón explained.
He further elaborated on Mexico’s objectives:
“Our goal is to reach an international agreement that can later be translated into national legislation, supporting our colleagues in the informal sector—often referred to as ‘informal workers’—and digital platform workers. This is our aim: to pave the way for their labor rights defense.”
Other Key Themes for Discussion
- Protection against biological risks at work – Second discussion on a proposed Convention and Recommendation.
- Innovative approaches to address informality and promote formal employment.
- Tripartite contribution to the Second World Social Summit in 2025 – Discussion on the ILO’s role.
- Amendments to the Maritime Labor Convention – Approval of amendments adopted during the fifth meeting of the Tripartite Special Committee in April 2025.
