In the final year of the six-year term, the Secretaría del Bienestar distributed 2,988,279 SIM cards to low-income citizens aged 14 and above, equipped with smartphones. This initiative aims to provide digital access to underserved communities.

Target Audience and Providers

The primary target audience consists of individuals from low socioeconomic backgrounds who own smartphones. The service provider is the CFE-Internet, although there is no official information about a postpaid plan. The shared network faces challenges, as outlined in the 2024 Public Accountability Report by the Auditoria Superior de la Federación.

Challenges Facing the Shared Network

The report highlights two main issues: the risk of the developer failing to meet their economic and financial obligations and the potential default by third-party subcontractors involved in tasks such as installation, deployment, maintenance, and updates of the network.

Public-Private Partnership Focus

The government’s efforts are centered on strengthening the public-private partnership for implementing the shared public network. The original contract, signed in 2017, was extended to 2057 with a second agreement in 2022. This extension ensures the developer’s obligations are met for 40 more years.

Developer’s Risks

According to the Auditoria Superior de la Federación, the developer presents high risks regarding the execution of the shared network within the guidelines set by the APP contract.

Organismo Promotor de Inversiones en Telecomunicaciones (Promtel)

Promtel, initially tasked with overseeing the shared network project, did not secure new concessions for service provision with private entities in 2024. Its budget, amounting to 149.5 million pesos, was allocated to promoting and attending to investors while nurturing the bureaucratic structure led by José Antonio Peña Merino.

Dispersion of Teams

With the new institutional design and budget constraints, teams previously under Pepe’s leadership have dispersed. Some joined the newly established Comisión Reguladora de las Telecomunicaciones, while others moved to the Comisión Antimonopolio. The core remains with the newly formed Agencia para la Transformación Digital.

Results and Analyst Consensus

Goldman Sachs analyzed TelevisaUnivision’s recent third-quarter results in the stock market, noting that although income impacts the company’s stock, they predicted a positive reaction. Consequently, Goldman Sachs maintained a neutral rating. Analysts from Citi, including those at TelevisaUnivision’s Cable, Broadband, and Mobile divisions, agreed that the company met expectations and demonstrated strong customer retention performance.

TelevisaUnivision attributed its success to cost and expense reductions estimated at $300 million, enabling the implementation of operational efficiency strategies that proved highly effective.
