Introduction

On June 1, Mexico will experience a historic moment as citizens exercise their right to vote for the first time ever to elect individuals who will occupy crucial positions within the Federal Judicial Power (PJF). As the National Electoral Institute (INE) President, I am proud to lead this transformative process alongside a dedicated team of professionals that signifies a paradigm shift in Mexico’s democratic life.

Understanding the Extraordinary Election

This extraordinary election differs from any other we have organized before. Political parties and popular representatives, such as deputies or mayors, are not participating. Instead, citizens will directly elect judges, magistrates, and ministers responsible for imparting justice impartially, efficiently, and with deep respect for everyone’s rights.

Constitutional Reform and Citizen Participation

This election stems from an unprecedented constitutional reform that opens the door for citizen participation in selecting judicial personnel. Although some question its legitimacy, the INE’s role is clear: we ensure that elections adhere to the highest standards of legality, equity, and transparency, rather than judging reforms.

60 Judicial Electoral Districts

One of the most discussed aspects is the creation of 60 judicial electoral districts. I want to clarify that this division was not arbitrary or hasty; it resulted from rigorous technical work harmonizing the judicial structure with the electoral framework, ensuring equal value for every vote regardless of region.

Logistical Challenge

This election presents an unprecedented logistical challenge, with over 3,000 candidates competing for 881 judicial positions nationwide. To facilitate participation, we have designed segmented ballots by specialty and district, allowing voters to focus on their respective positions without feeling overwhelmed.

Real-time Computing Platform

We have developed a real-time computing platform to replace the traditional PREP, enabling secure and transparent transmission of results. Our commitment is that citizens have full confidence their votes will be counted and respected.

Addressing Misinformation

In recent days, I have heard voices claiming, without evidence, that this election is a sham or that fraud has already occurred. To those making such assertions, I say clearly: they are mistaken. Not only are they misinforming, but also undermining citizen will and eroding trust in democratic institutions without justification.

Respect for INE’s Professionalism

It is particularly concerning that some of these voices come from individuals who previously worked at the INE. These people are aware of the professionalism and dedication of thousands of National Electoral Service members, yet now choose to discredit their efforts for reasons unrelated to the public interest. I remind them that this body of women and men is a national treasure, ensuring security, certainty, and trust in every stage of the Mexican electoral process.

Balancing Fundamental Rights

This process has required careful balancing of two fundamental rights: the right to vote and be voted for, and the right to access justice. Both guarantees, enshrined in our Constitution, have been respected with utmost care by the INE.

Given the importance of an informed citizenry, we have deployed a clear and accessible communication strategy to explain this election’s unique aspects. We know that trust is built on information, and ensuring transparency is one of our primary commitments.
