In Houston, Texas, there have been reports of individuals born in Cuba but possessing Mexican birth certificates issued by Mexico’s Registry Civil offices.

Investigation and Findings

A Mexican foreign ministry official shared an official document (CRI-01689.25) warning of multiple cases where individuals born in Cuba have Mexican birth certificates.

The document states, “These birth certificates can be consulted in SIDEA (System for Printing Certificates) and contain a CURP (Unique Registry of Population) certification, but they do not include any marginal annotation about the registration of birth or certificate number.”

Between January 15 and 21, the Houston Consulate detected five fraudulent cases. Three individuals have records in Aguascalientes, one in Nayarit, and another in Puebla.

“Upon interviewing the individuals, they expressed being born in Cuba and having no connection to Mexico,” the document notes.

“Further investigation revealed that these certificates were obtained fraudulently by an individual in Tapachula, Chiapas, who arranges Mexican birth certificates for Cuban nationals to process paperwork at Mexico’s consulates,” the document adds.

The Houston Consulate is not the only instance. Similar cases have also been reported at the Mexican Embassy in Costa Rica, according to the document.

The Consul General in Houston, María Elena Orantes López, is a priísta rewarded by the AMLO/Sheinbaum regime. The state is obligated to sanction fraudulent cases, and the Constitution does not permit Martha Susana Peón Sánchez to serve as Mexico’s ambassador while retaining her Cuban nationality.
