Movimiento Ciudadano Emerges as the Fourth Force in Nuevo León’s Congress
In Nuevo León, the state executive holds power; however, Movimiento Ciudadano (MC) has become the fourth force in the state’s congress with a bloc of nine legislators. The fragmentation of votes in the 2024 elections resulted in the PAN and PRI securing 20 seats, while the nine morenistas have given the opposition enough strength to slow down Governor Samuel García’s transformative agenda.
Upcoming Legislative Sessions and Constitutional Reforms
The second ordinary session of the 77th local legislature will commence within ten days, and in fifty days, Nuevo León will celebrate the 250th anniversary of its constitution’s promulgation. During this period, electoral reform proposals will be debated.
The PAN and MC factions have outlined their electoral reform initiatives by fulfilling the requirement to present their Minimum Thematic Agenda, as set by the Congress Interior Regulations.
Key Proposals from PAN and MC
- Sandra Pámanes: Advocates for total parity in electoral bodies, autonomous organizations, and municipal councils within the constitution.
- Paola Linares: Supports the same parity changes in electoral bodies.
- Marisol González: Proposes reducing the minimum age for candidacy to positions like diputations, alcaldías, regidurías, sindicaturas, and governorship.
Morena’s Candidate Exclusivity for Women in Local Elections
Governor García Sepúlveda’s party will push for exclusive female candidacies in the upcoming local power renewal elections in 2027. This move would oblige political forces to nominate female candidates for governorships and in 16 municipalities that have never had female mayors.
This scenario would be favorable for Mariana Rodríguez Cantú, Nuevo León’s first lady, who is only 30 years old and could be eligible if the constitutional age requirement is lowered.
Morena has two strong candidates: Tatiana Clouthier, the former Secretary of Economy and current president of the Institute of Mexicans Abroad; and Clara Luz Flores, Director of Religious Affairs in the Secretariat of the Interior, who ran in the 2021 elections.
Potential Impact on the Political Landscape
If these constitutional changes are confirmed, it would create a favorable environment for Mariana Rodríguez Cantú. Morena, along with PVEM, PT, and MC’s votes, could pass this reform, sidelining the current Monterrey mayor Adrián de la Garza (PAN-PRI), who leads in electoral preference polls for the 2027 elections.
