Women’s Recognition Initiative
Mexico City’s Mayor and President Claudia Sheinbaum has sent two new reforms to the Chamber of Deputies. One aims to recognize women who have transformed Mexico, while the other seeks to regulate railway usage to boost passenger transportation services.
Honoring Women’s Transformative Roles
Sheinbaum’s first initiative proposes amendments to Article 18 of the National Shield, Flag, and National Anthem Law. The goal is to acknowledge women’s significant transformative roles in Mexico’s history.
The proposal mandates that the flag be flown at full-staff in public buildings on specific dates to commemorate 24 influential women, ensuring that current and future generations remember their contributions to the nation’s history.

The initiative emphasizes that it comes amid a series of constitutional reforms and additions focusing on substantive equality, gender perspective, women’s right to a violence-free life, and closing the gender wage gap. Additionally, 2025 has been declared the “Year of the Indigenous Woman.”
Railway Regulation Initiative
Sheinbaum also sent an initiative to San Lázaro for railway regulation and harmonization of norms, modifying the Federal Railway Service Regulation Law, the Federal Public Administration Organization Law, the Federal Roads, Bridges, and Interstate Transportation Law, the Federal Communication General Purposes Roads Law, and the National Goods Law.
The aim is to harmonize the decree designating railway passenger transportation services as a priority national development area within the Mexican Railway System. It also ensures that passenger transportation services receive priority on general communication railway lines, while respecting cargo services according to concessions.
To achieve this, the state should have necessary organizations and companies to carry out priority activities. The proposed solution is the creation of the Agencia de Trenes y Transporte Público Integrado (ATTRAPI), a regulatory body that will also coordinate railway projects.
ATTRAPI will have the authority to build general communication railway lines for public transportation services, acquire railway infrastructure, components, and public transportation equipment.
