Introduction
On September 29, 2025, as part of her national accountability tour, Mexico’s President Claudia Sheinbaum Pardo visited the state of Nayarit. Accompanied by Governor Miguel Ángel Navarro Quintero, she addressed over 40,000 people at the Nayarit Fairgrounds in Tepic.
Collaborative Support from Nayarit’s Governor
During his speech, Governor Navarro Quintero expressed his support for President Sheinbaum and requested her continued assistance in various sectors of the state.
“She has been a firm decision-maker, calm in her analysis, with a clear vision for Mexico’s path, both internally and externally. I ask her to continue supporting guaranteed prices. I request her support in the bean, rice, and corn production sectors, as well as in livestock, which we are currently developing.
We want to be a state that aligns with the government you nobly preside over.”
President Sheinbaum’s Recognition and Achievements in Nayarit
President Sheinbaum Pardo expressed gratitude to the people of Nayarit and acknowledged Governor Navarro Quintero’s outstanding work.
“Thank you to everyone. To the great governor of Nayarit, Dr. Miguel Ángel Navarro, a hardworking, honest man dedicated to governing his state. Thank you, Governor, for your work and the development of these years at the helm of the great state of Nayarit.”
Sheinbaum Pardo informed the audience that 374,970 Nayarit residents receive benefits from Mexico’s Well-being Programs, totaling an investment of 9,847 million pesos (mdp) in 2025.

- 24,758 people receive the Pension for the Well-being of People with Disabilities;
- 6,512 young people are part of “Building the Future”;
- 2,961 young people are part of “Writing the Future”;
- 39,625 students receive Benito Juárez scholarships;
- 25,92 primary school children receive scholarships;
- 10,142 families with children under 4 receive support;
- 29,424 families benefit from “Production for Well-being”;
- 27,839 families receive free fertilizers;
- 5,901 families participate in “Sembrando Vida”;
- 135,155 families receive “Leche para el Bienestar”;
- 7,225 people benefit from “Bienpesca”;
- 1,150 basic education schools and 125 preparatorian schools have “La Escuela es Nuestra”;
- New programs this year: “Pensión Mujeres Bienestar”, “Beca Rita Cetina”, “Salud Casa por Casa”, and direct resources for indigenous and Afro-Mexican communities, complementing the Justice Plans for original peoples.
Public Works and Infrastructure Projects
In terms of public works, Sheinbaum Pardo announced the completion of the Tepic-Compostela road in November, construction of the Las Varas-San Blas-Platanitos stretch, the Amado Nervo Bridge, federal highway repaving, Tepic Airport modernization, the main train crossing bridge, five artisanal roads, and agricultural infrastructure for the Riego 043 District.
She also mentioned the conversion of a school into a new preparatory school in Bahía de Banderas, construction of a new campus for the Universidad Nacional Rosario Castellanos (UNRC), inauguration of a new IMSS Bienestar High Specialty Hospital in Tepic early 2026, and establishment of free centers for women in each municipality.
Housing and Debt Reduction
To ensure the right to housing, Sheinbaum Pardo revealed the construction of 23,000 homes in Nayarit through Infonavit and Conavi, along with debt reduction for Infonavit and Fovissste credits, benefiting 56 local families.
