Introduction to Claudia Sheinbaum Pardo and Her Role

Claudia Sheinbaum Pardo, the current Chief of Government of Mexico City and former Minister of Environment, has been actively promoting 39 initiatives since assuming her current role on October 1. These proposals span various sectors, including telecommunications, economic competition, and the regulation of para-state entities.

Current Status of Sheinbaum’s Initiatives

The LXVI Legislature of the Mexican Congress has yet to approve eight out of these 39 initiatives. Six are under review in the Senate, with three being minutas (drafts for final approval), and two are being analyzed in the Chamber of Deputies.

Senate’s Pending Legislative Actions

The Senate, as the chamber of origin, is responsible for approving the presidential proposal to amend the following laws:

  • Ley General en Materia de Desaparición Forzada de Personas, Desaparición Cometida por Particulares y del Sistema Nacional de Búsqueda de Personas, and amendments to the Ley General de Población for strengthening search, location, and identification of missing persons.
  • Nueva Ley en Materia de Telecomunicaciones y Radiodifusión, and changes to the Ley Federal de Competencia Económica and the Ley Federal de las Entidades Paraestatales.

New Laws in the Chamber of Deputies

The Chamber of Deputies is currently considering two new laws proposed by Sheinbaum Pardo:

  • Ley General del Sistema Nacional de Seguridad Pública: This law aims to regulate the integration, organization, and functioning of the National Public Security System, as well as the distribution of competencies, coordination, and cooperation among institutions from all three levels of government.
  • Ley del Sistema Nacional de Investigación e Inteligencia en Materia de Seguridad Pública: This law proposes the creation of a National System for Investigation and Intelligence in the context of public security, as outlined in Article 21 of the Constitution. It would empower the Secretary of Security and Citizen Protection to direct the National Intelligence System in public security matters and act as a coordinating entity for collaboration among all three levels of government through security institutions.

Planned Extraordinary Sessions

Senators and federal deputies plan to hold at least two extraordinary sessions, likely between the second half of June and August, following the ongoing judicial election. These sessions aim to finalize pending reforms and pass new legislation.

Withdrawn Initiatives

Amidst pressures, Sheinbaum Pardo withdrew one initiative that proposed reforms to the Ley del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado. The proposed changes aimed to strengthen the financial backing of the institution and secure housing rights for workers serving the state.
