Introduction to the Instituto Nacional Electoral (INE)

The Instituto Nacional Electoral (INE) is Mexico’s independent, autonomous electoral body responsible for organizing and supervising elections at the federal and local levels. Its role is crucial in ensuring free, fair, and transparent elections.

Second Simulation of Electoral Computing Systems

In preparation for the upcoming judicial election on June 1, INE conducted a second national simulation of its electoral computing systems. These systems include the computation of district results and the Sistema de Información sobre el Desarrollo de la Jornada Electoral (SIJE) for information management.

District Computations Simulation

During this simulation, INE verified the execution and validation times of the technical operation of the district computation system for the judicial power election. The exercise aimed to replicate potential scenarios during vote counting and tallying to ensure the system’s flawless operation.

  • Simulated vote capture for Supreme Court of Justice of the Nation (SCJN), Judicial Discipline Tribunal (TDJ), Superior Chamber, and Regional Chambers of the Federal Judicial Power Electoral Tribunal (TEPJF);
  • Checked magistrature and district judge data capture;
  • Confirmed system stability without interruptions, complete functional and continuous data capture flow, and processing for six types of elections.

INE asserted that the district computation system is now protected against any cyberattacks, including denial-of-service attacks, ransomware, hacking, or intrusion.

SIJE Simulation

The second simulation of the SIJE, which will operate for the federal judicial election and Durango and Veracruz state elections, verified aspects such as the system’s and mobile application’s functionality used by Electoral Capacity Assistants to collect information in the SIJE.

Dismissed Complaint Against Minister Yazmín Esquivel

Over the weekend, INE’s Commission for Complaints dismissed allegations against Minister Yazmín Esquivel, who was accused of violating electoral equity by participating in an event with the National Union of Mineworkers, Metalworkers, Siderurgists, and Similar Workers of the Mexican Republic on April 22 at Teatro 11 de Julio.

INE decided not to issue any precautionary measures, as it considered the acts “irreparably consummated” since the publications were no longer present on social media.

Key Questions and Answers

  • What is the purpose of the second national simulation? The INE conducted this simulation to ensure the proper functioning of its electoral computing systems for the upcoming judicial election on June 1.
  • What systems were tested during the simulation? The district computations and the Sistema de Información sobre el Desarrollo de la Jornada Electoral (SIJE) were tested for stability, security, and functionality.
  • What was the outcome of the complaint against Minister Yazmín Esquivel? The INE Commission for Complaints dismissed the allegations, considering that the accused acts were irreparably consummated as the publications in question were no longer present on social media.
