INE Imposes Over 28 Million Pesos in Fines on Political Parties for Unauthorized Enrollment

Background and Relevance of the Political Parties Involved

The Mexican electoral authority, the National Electoral Institute (INE), has imposed fines totaling more than 28.834 million pesos on five political parties for enrolling individuals without their consent between 2021 and 2025. The parties sanctioned are Morena, PRI, Verde Ecologista Party, Partido del Trabajo (PT), and Movimiento Ciudadano.

Morena, the party of Mexico’s current president, received the largest fine of 15.696 million pesos, followed by PRI with 5.588 million pesos. The Verde Ecologista Party was fined 5.254 million pesos, PT received 1.788 million pesos, and Movimiento Ciudadano was fined 506,573 pesos. Notably, the PAN did not have any complaints regarding improper enrollments in this case.

Reduction of Initial Fines

Initially, the total fines amounted to over 34.3 million pesos. However, after a new review and the submission of additional withdrawals, the sanctions were reduced.

Unauthorized Enrollments and Desaffiliations

The fines were issued for unauthorized enrollments or desaffiliations of citizens to political parties, affecting 917 individuals. After analyzing the cases, it was determined that 546 individuals were not found to have experienced infractions. Consequently, the INE confirmed 259 cases of improper enrollment, leading to fines for the responsible political parties.

Destruction of Election Materials

In addition to the fines, the INE approved the destruction of valid and invalid votes, surplus ballots, the Lista Nominal de Electores, and any ballots rendered unusable during counting, sealing, and grouping processes related to the first judicial election.

The INE’s Executive Director of Electoral Organization will coordinate with the National Commission for Free Textbooks (CONALITEG) to deliver PEEPJF 2024-2025 documentation to the relevant District Executive Juntas. This will enable paper recycling for use in producing free textbooks and educational support materials.

Review of Income and Expense Reports

The INE also reviewed income and expense reports from electoral observation organizations and higher education institutions related to the 2024-2025 federal judiciary elections.

After examining 33 electoral observation groups and higher education institutions, seven submitted their reports on time, five were late, and 21 did not submit any. Despite this, the INE clarified that none of the omissions received funding from the Electoral Observation Support Fund or the Citizen Accompaniment and Monitoring Fund of the Electoral Justice, nor were any unreported income or expenses identified during audits. As a result, these organizations received public reprimands.
