Introduction to the INE’s Sampling Process

The Mexican electoral authority, the National Electoral Institute (INE), has chosen 1,644 polling stations to estimate citizen participation in the 2024-2025 Federal Judicial Power Election Process Extraordinary Election. The results will be announced at 11:00 PM on June 1, 2023.

Background on INE and its Role

The INE is an independent, autonomous body responsible for organizing and supervising elections in Mexico. Its role is crucial to ensuring free, fair, and transparent elections at all levels of government.

Scientific Basis and Methods

INE’s Consejera Presidenta, Guadalupe Taddei Zavala, emphasized that the sampling process is grounded in scientific principles and statistical methods. This approach ensures timely, objective, and reliable preliminary data on voter turnout.

Consejera Electoral Carla Humphrey further explained that the estimation will have a 95% confidence level, ensuring high reliability in the results.

Transparency and Confidentiality

Both Taddei Zavala and Humphrey highlighted that the results will have a high degree of confidence, and only election authorities will have access to direct information from closed polling stations. There is no alternative method as accurate for estimating the percentage of voters who cast their ballots.

Consejero Uuc-kib Espadas Ancona stressed that the purpose is not to have blind faith in the INE but to provide electorates, voters, and observers with tools to access information throughout the process.

Role of Capacitadores Asistentes Electorales (CAE)

Alejandro Sosa Durán, Director Ejecuto del Registro Federal de Electores, described the process where Capacitadores Asistentes Electorales (CAE) will collect data from the selected polling stations.

Eight-Step Data Collection Process

  1. Verification of computing equipment and program validation
  2. Generation of the seed for sample creation
  3. Creation of data integrity codes
  4. Verification of the specialist’s computing equipment and deletion of the “SAMPLE” folder from the specialist’s computer
  5. Distribution of the sample
  6. Sending the sample to the email addresses of District Electoral Organization Council Members and deletion of the sample
  7. Verification and formal delivery of materials
  8. Formal delivery of materials to the Executive Secretariat, Public Notary, and Electoral Officials for safekeeping and distribution to operational areas.

Sample Generation and its Importance

The sample generation process is a crucial component in assuring citizens that they will participate in another secure and falsification-impossible election, where the INE safeguards their votes.
