Background on the Instituto Nacional Electoral (INE)

The Instituto Nacional Electoral (INE) is Mexico’s independent autonomous body responsible for organizing elections and ensuring their transparency. Established in 2014, following the merger of the Federal Electoral Institute (IFE) and the General Council of the Federal Election Institute (COFECE), INE plays a crucial role in Mexico’s democratic process.

Validation of Magistrates for Judicial Tribunals

The INE validated and delivered the majority certificates to winning candidates for the Tribunal de Disciplina Judicial (TDJ) and the Sala Superior along with regional chambers of the Tribunal Electoral del Poder Judicial de la Federación (TEPJF).

Divided Vote and Irregular Practices

With a divided vote, the INE’s General Council declared the final results of these three elections valid. However, some council members warned that irregular practices favoring certain candidacies were implemented, similar to those observed during the Supreme Court election.

The “Accordion Effect” in Elections

Consejero Martín Faz Mora highlighted the “accordion effect” in these judicial elections, stating that the phenomenon was more severe for the TDJ than for Supreme Court elections. In 51.55% of the counted boxes (43,231), the five candidacies from the “accordion” won outright. This pattern was observed in all federal entities, with candidacies from the “accordion” securing absolute victory in forming the new TDJ.

Delivery of Majority Certificates

After validating the votes, INE’s presiding consejera Guadalupe Taddei Zavala delivered majority certificates to 22 winning candidacies for the TDJ, TEPJF’s Sala Superior, and regional chambers of the Tribunal Electoral.

Special recognition was given to Roselia Bustillo, the newly elected magistrate from the Xalapa chamber, for her indigenous candidacy and securing the highest percentage of votes in her chamber.
