Dora Martínez Valero, known as “Dora la Transformadora,” is a prominent Mexican politician and candidate for a minister position in the Supreme Court of Justice of the Nation (SCJN). Her interest in participating in forums organized by various sectors prompted the Instituto Nacional Electoral (INE) to clarify the rules regarding candidate participation in such events.

INE’s Decision and Conditions

The INE has approved that universities, labor unions, media outlets, and other social groups can organize forums with candidates for judicial positions (judges, ministers, and magistrates), provided the events are equitable.

  • Equitable Invitations: All candidates for the same position within a specific geographical area must be invited.
  • Minimum Attendance: At least 50% of the candidates for a position must attend the forum.
  • No Restrictions on Forum Attendance: There are no limits on the number of forums a candidate can attend during the campaign period.
  • Single Forum Attendance: A candidate cannot attend the same forum or table more than once.
  • Paired Advertising Prohibition: While advertising the forums is not prohibited, it cannot benefit a single candidacy.

If any advantage is detected for a candidacy, the benefit must accumulate to personal spending limits. Penalties may include public reprimands, fines of up to five thousand times the current Unit of Measure and Update (UMAC), or even cancellation of candidacy registration if the offense’s severity warrants it.

Voting Process Details

Following the June 1 electoral day, INE will begin sorting and counting ballots. The polling station president will coordinate with scrutineers, who will extract ballots from the single urn in view of all present officials. The scrutineers will count and place the ballots in designated bags, then complete and sign the Acta de la Jornada Electoral.
