Investing $570 Million to Pacify Michoacán: Authorities Unveil Comprehensive Plan for Peace and Justice

Introduction to the Plan Michoacán for Peace and Justice

Claudia Sheinbaum Pardo, the President of Mexico City, presented the Plan Michoacán for Peace and Justice. This comprehensive strategy includes over 100 actions across 12 key areas, with a total investment of more than 57 billion pesos. The plan aims to address the root causes of violence, strengthen security, and promote economic and social development in Michoacán.

Military Operations and Support

Ricardo Trevilla Trejo, the Secretary of National Defense, announced the Plan de Operaciones Paricutín. This plan involves deploying 10,506 personnel from the Army, Air Force, and National Guard, along with an additional 1,980 personnel to reinforce containment and surveillance tasks. The operations will focus on combating extortion against agricultural producers, dismantling synthetic drug labs, and securing weapons and narcotics, all while respecting human rights.

Moreover, Raymundo Morales Ángeles, the Secretary of the Navy, reported that 1,781 Marine Infantry members will conduct security and interdiction operations in Lázaro Cárdenas, Aquila, and Coahuayana. These operations will be supported by aircraft, naval vessels, and drones to combat drug trafficking and neutralize clandestine labs.

Social and Economic Investment

The Plan Michoacán includes a social and economic investment of 37,450 million pesos by 2026 for scholarships and welfare programs, benefiting 1.5 million people.

  • Creation of Development Poles in Uruapan and Morelia
  • Support for lime, sugarcane, avocado, mango, and berry producers worth 292 million pesos
  • Low-interest credits amounting to 1,509 million pesos
  • Establishment of a concentrated development pole in the Uruapan region, focusing on agroindustrial processes with immediate support from the Secretary of Economy and the Navy to develop a cold chain in Lázaro Cárdenas port for increased exports

Additional investments include carretera and secure trail development, water and sanitation projects, educational, healthcare, housing infrastructure, and an additional 2,700 million pesos from the Michoacán state government to bolster security, culture, health, tourism, and infrastructure.

Education and Evaluation

In the educational sector, a new public scholarship, “Beca Gertrudis Bocanegra,” was announced to support higher education students in Michoacán, covering transportation expenses. Over 80,000 students could benefit from this scholarship.

Sheinbaum Pardo, the President, committed to regularly reviewing the strategy’s progress. She pledged to provide monthly updates on ‘La mañanera del pueblo’ regarding the Plan Michoacán’s advancements.

New Uruapan Mayor Vows to Continue Predecessor’s Policies

Grecia Quiroz García, the newly sworn-in mayor of Uruapan, honored her late husband, Carlos Manzo Rodríguez, who was assassinated on November 1 during the Velas Festival. Quiroz García, through social media, pledged to continue Manzo Rodríguez’s initiatives for Uruapan’s benefit.

She expressed her commitment to her late husband, the community, and their children, emphasizing that she would not let them down. Quiroz García also acknowledged Manzo Rodríguez’s dedication to Uruapan and his family, vowing never to forget him.

On her inauguration day, Quiroz García reaffirmed that she assumed the role out of compromise and justice, not ambition. She urged residents to join her in advancing Uruapan, stating that she had awakened the “tiger” her husband often spoke of.
