Mario Delgado, the head of Mexico’s Secretaría de Educación Pública (SEP), recently visited CD Juárez to announce the transformation of several secondary schools into upper secondary institutions. His efforts aim to increase enrollment in upper secondary education and provide more educational opportunities for students.
Details of the Transformation Initiative
Delgado announced that, under the leadership of President Claudia Sheinbaum Pardo, the Mexican government is investing 760 million pesos (mdp) to convert 35 secondary schools into bachelor’s programs across the country. The goal is to create 120,000 new spots in upper secondary education by the end of the six-year administration.
- This year, approximately 40,000 new spaces will be available through the construction and expansion of bachilleratos and the transformation of secondary schools into preparatorias with double shifts.
- The transformation is part of the second phase of the Fourth Transformation, with Delgado Carrillo emphasizing that it is led by President Claudia Sheinbaum Pardo.
Specific Projects in CD Juárez
Delgado supervised the construction of a new upper secondary institution and the transformation of two secondary schools in CD Juárez, which will benefit 1,750 students.
- The new Centro de Bachillerato Tecnológico Industrial y de Servicios (CBTIS) No. 291 in Parajes de San José II will be built with a 67.5 million peso investment, providing 12 classrooms, three workshops, a computer lab, teacher room, restrooms, a multipurpose covered court, and specialized equipment.
- The federal secondary school No. 20 in Loma Blanca will extend its hours and infrastructure to offer evening bachillerato classes.
- The state secondary school 3061 in Fernández will also be transformed, ensuring that every adolescent has access to education regardless of their background.

Delgado Carrillo highlighted that the Bachillerato Nacional, with dual certification, is a reality that makes advanced knowledge accessible to all, just like water is a basic necessity. He emphasized that this initiative forms the foundation of a more just, prosperous, inclusive, and equal Mexico.

Collaboration with Local Governments
Delgado also mentioned working with the Chihuahua state government to establish a campus of the Universidad Rosario Castellanos in the state. They are considering either building a new campus or adapting an existing space for this purpose.
