Following President Claudia Sheinbaum Pardo’s Instructions
In line with President Claudia Sheinbaum Pardo’s instructions and her commitment to enhancing the living conditions and professional development of teachers in Mexico, the Secretaría de Educación Pública (SEP), in collaboration with the Secretaría de Gobernación and other federal agencies, has maintained open channels for dialogue, understanding, and agreement-building to strengthen public education and secure teachers’ labor rights.
Key Achievements in 2025
Among the significant advancements, a presidential decree was issued, marking the first reform since 2007 to the solidarity pension regime of the Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE), reducing the minimum retirement age to 55. Another major accomplishment in 2025 is a 10% salary increase for the national teaching corps, the second-highest in 40 years, representing an investment of 38 million pesos.
Focus on Oaxaca’s Education Sector
The Mexican government has reaffirmed its commitment to Oaxaca’s state education sector by securing a historical investment of approximately 15 billion pesos to bolster school infrastructure, improve teachers’ working conditions, and ensure the well-being of Oaxacan children, adolescents, and young adults.
Key Support Measures in Oaxaca
- Recognition for Educational Workers: 210.75 million pesos were allocated for the payment of seniority bonuses to 14,500 retired teachers. Additionally, with funds authorized by former President Andrés Manuel López Obrador, 6.7 million pesos were used for 6,702 regularizations, basifications, and hirings of normalistas, all completed.
- Student Scholarships: Oaxaca will be among the first entities in Mexico where the Rita Cetina Scholarship will be given to all primary students, as it already is for secondary students.
- Computers and Projectors: With an investment of 794.299.315 pesos, the SEP purchased 21,720 computers and 11,630 projectors.
- School Furniture: 392,000 items (chairs, tables, chalkboards) were bought for 706.134.482 pesos.
- School Uniforms: 688,644 Oaxacan children received support of 1,215 pesos through the Banco del Bienestar for purchasing three uniforms, with over 1 billion pesos invested.
- La Escuela es Nuestra Program: 6 out of 10 basic education schools, the most in need, receive support from La Escuela es Nuestra, and for the first time, 420 media superior institutions will also receive it. The investment totals 2,196 million pesos.
- New School Construction and Expansion: A new technological high school is under construction, and the CBTA 16 in Tuxtepec will be expanded, with a total investment of 87.5 million pesos.
Additional Support for the 2025-2026 School Year
800 million pesos have been approved to address administrative and labor issues affecting teaching and administrative personnel across all educational levels in the state.
Healthcare Infrastructure Investments
In collaboration with other federal agencies, the ISSSTE has allocated and is exercising 2.528 billion pesos for constructing a Regional Specialized Hospital, a Medical Unit in Nochixtlán, and an Infant Care Facility in Tuxtepec, directly benefiting educational sector families.
Emphasis on Dialogue, Justice, and Cooperation
The SEP echoes the recent statements by Secretary of Governance, Rosa Icela Rodríguez, emphasizing that dialogue, educational justice, and cooperation are pillars of the transformation and Mexican humanism driven by President Claudia Sheinbaum Pardo.
