Introduction to the Investment Plan

The Mexican government has announced a significant investment in medical equipment and healthcare infrastructure for 2026, which includes the acquisition of 816 high-tech medical devices and the development of 241 construction projects in clinics and hospitals across the country. The focus will be on regions with greater healthcare needs.

Key Medical Equipment Acquisition

During a morning press conference by President Claudia Sheinbaum, Eduardo Clark, the Undersecretary of Sectoral Integration and Development at the Ministry of Health, revealed details about the planned acquisitions.

  • The investment is estimated to be approximately 11,257 million pesos for the purchase of 816 high-tech medical devices.
  • These devices will be distributed across Mexico’s 32 federal entities.

The package includes:

  • 25 linear accelerators
  • 238 CT scanners
  • 38 MRI machines
  • 500 mammography devices
  • Five PET equipment units
  • Other devices such as gamma cameras, angiography systems, and brachytherapy equipment.

The distribution of these 816 devices will be as follows:

  • 341 for the IMSS (Instituto Mexicano del Seguro Social)
  • 178 for the ISSSTE (Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado)
  • 237 for IMSS-Bienestar
  • 41 for Pemex health services
  • 17 for national health institutes

IMSS’s Cost-Saving Measures

Zoé Robledo, the General Director of IMSS, explained that in 2025, the institute made its largest single equipment purchase, acquiring 123 high-tech devices that will be operational by April 2026.

Robledo mentioned that the process was conducted using new strategic dialogue and reverse auction modalities established in the Acquisitions Law, which resulted in substantial savings.

“From an initial budget of 3,154 million pesos, the investment was 1,774 million pesos. This represents a saving of 1,400 million pesos, or 45% of the budgeted amount,” Robledo specified.

The package includes:

  • 67 mammography devices
  • 42 CT scanners
  • 12 MRI machines
  • Two pediatric angiography devices

These were acquired directly from international manufacturers, a practice that had not occurred in the IMSS for several years.

ISSSTE’s Construction Projects

Martí Batres, the General Director of ISSSTE, announced that 241 construction projects will be developed by 2026, primarily focusing on first-level care facilities.

  • 200 correspond to consultation rooms
  • 10 health centers with expanded services
  • 14 family medicine units
  • Four family medicine clinics
  • 13 second-level hospital units

Batres emphasized that these projects will prioritize regions with greater healthcare needs. He also announced the completion of seven hospital units, including the restoration of Hospital Vasco de Quiroga in Morelia, expansion of clinics in Uruapan and Tehuantepec, and the inauguration of the Tampico General Hospital.
