Introduction
The Internal Control Organ (OIC) of the Anti-Corruption and Good Governance Secretariat has received 808 complaints regarding potential administrative offenses committed by public servants between October 2024 and July 2025, as reported in the first Report of Activities 2024-2025.
Complaint Resolution
Of these 808 complaints, 641 were concluded (79.3% of the total received), with 66 cases referred to the substantiating authority (8.1% of the total). Meanwhile, 167 cases remain under review.
Penal Charges
In penal matters, two charges were filed with the relevant fiscal offices for possible commission of crimes. Additionally, three Reports of Presumed Administrative Responsibility (IPRA) were turned over to the substantiating authority.
Citizen Complaints
The Integrated System of Citizen Complaints (SIDEC) received 27,009 complaints for potential administrative offenses across the Federal Public Administration during the same period. Of these, 23% (6,220) have been concluded, while 77% (20,789) are still under review.
Parallel to this, the now-deactivated Internal and External Citizen Whistleblowers System for Corruption recorded 9,123 alerts up to January 11 of the previous year. Of these, 218 cases are still being followed.
Administrative Justice
During the aforementioned period, the Secretariat reported receiving 7,900 IPRAs. This resulted in 1,958 sanctions for non-serious offenses and 704 cases referred to the Federal Administrative Justice Tribunal (TFJA) for serious offenses and individual misconduct.
The TFJA imposed 395 sanctions, with 264 confirmed and officially recorded. In penal matters, 471 cases are under review: 10 linked to prosecution, 26 in the intermediate stage, four in trial, and five with sentencing under review.
Birmex Case
Among the investigations highlighted, the Anti-Corruption Secretariat disclosed a case regarding Birmex’s consolidated medication purchase, declared null in April 2025. The case involved a penal charge for abuse of authority and powers against four public officials.
Another investigation concerns the re-labeling and manipulation of oncology medication stamps at the National Distribution Center (CENADI) under Birmex’s administration. This led to a penal charge for offenses outlined in the General Health Law and an investigation into potential abuse of functions by public servants and individuals.
Oversight
On another note, authorities emphasized that the Internal Control Organs collectively concluded 219 oversight acts, resulting in 839 findings (778 from OICs and 34 from central oversight areas of the Secretariat). In response, 2,557 preventive and corrective actions were taken to strengthen processes such as procurement, public works, inventories, legal defense, and personnel file integration.
Furthermore, it was noted that “as a result of the oversight conducted by the OICs, actions were promoted for public entities under their supervision to manage the recovery of 1,276.7 million pesos.”
