Background on Pemex and the Incident

Petróleos Mexicanos (Pemex) is the state-owned petroleum company in Mexico, responsible for exploring, producing, refining, and marketing petroleum and petrochemical products. Recently, an environmental crisis unfolded in Veracruz due to heavy rains causing a ducto (pipeline) to leak, contaminating the Pantepec River.

Immediate Response and Repairs

Pemex issued a press release stating that they have successfully completed the safe repair of the affected ducto in northern Veracruz, which had caused contamination in approximately 8 kilometers near the municipality of Álamo Temapache. The Mexican Navy (Semar) implemented a Regional Contingency Plan and Unified Command against the hydrocarbon spill detected near Citlaltépetl, Veracruz, about 50 kilometers from Tuxpan.

Semar identified Álamo and Tuxpan, Veracruz as high-risk municipalities. They are working together with various government levels and Pemex to address the crisis.

Semar has 300 personnel, a containment vessel, an airplane, a helicopter, two drones, seven smaller boats, and ten vehicles at their disposal. They also have 650 meters of port containment barriers, 500 meters of high-sea containment barriers, a desaturant, a towable tank, a temporary storage tank, a pressure and vacuum unit, an electric and portable lampazo, and two storage chalanes for specialized equipment to handle such events.
